Electric Lockout tagout program in offshore oil and gas platform commissioning operation practice
The PL19-3 and PL25-6 offshore fields in the Bohai Sea are being jointly developed by Conocophillips China Limited and China National Offshore Oil Corporation. COPC is the operator responsible for the design, procurement, construction and commissioning of five platforms and one FPSO for Phase II of the field. At the peak of work, there are nearly 500 connection commissioning teams of different types of work in the sea at the same time for cross-operation or joint operation, the safety of their personnel and equipment has become an important issue of concern to the company’s connection commissioning project team.
Based on the commissioning experience of the previous wellhead platform and the actual situation of offshore commissioning, the project team made appropriate adjustments to the Lockout tagout procedures of electrical equipment on the basis of not violating the work permit management procedures and equipment isolation procedures of Conocophillips China Co., LTD., so as to ensure the safe and effective commissioning of offshore projects.
Combined with the field work experience, this paper describes the Lockout tagout operation during the commissioning of the company’s wellhead platform and common riser daily platform, for the reference of colleagues. Due to the ever-changing field conditions during the project implementation, there may be special situations, which need to be solved through consultation with the direct leader or relevant personnel. During the commissioning phase of offshore projects, in order to ensure the integrity of isolation operation records during the facility handover process and to familiarize the production equipment through the joint work of the production and connection commissioning teams, the production electrical personnel is responsible for the isolation and unisolation of all electrical equipment as the electrical isolation operator during the platform and connection commissioning.
Electrical equipment on all platforms is isolated before commissioning at sea. After electrical commissioning of all switchgear and motor control centers is completed (some of which have been completed on shore), For example, the microcomputer relay protection device of high voltage disc, low voltage circuit breaker, lighting and socket small power disc, etc.) are all recorded in the isolation sheet printed by the company according to the location number and equipment number of the field equipment, and are kept in the electrical engineer of the link commissioning project team as the original isolation sheet.
When changing the isolation order record, it only needs to indicate that the equipment is in isolation state. The platform manager previously needed to sign for approval, and then the maintenance supervisor signed for approval. The steps signed by the safety supervisor after the isolation are not needed for the time being before the equipment debugging. The isolation order is attached to the work order and is signed by the Platform Manager or Offshore Commissioning Manager and Maintenance Supervisor first after the work order.
