To physically prevent the transfer or release of dangerous energy.
Residual or stored energy:
The retention of energy in machinery or equipment after it is shut down.
Zero energy state: Isolated from all energy sources, without any residual or stored energy, or the potential to cause energy re-accumulation or storage.

Procedures involve the duties and responsibilities of personnel
Develop and use MEP written procedures:
Define the steps for stopping, cutting power, restoring power, and starting
Use mandatory LOTOTO steps.
