Lockout tagout uses locks and identification plates to lock dangerous energy in equipment and facilities and cut off the energy source, so that the energy source is locked and disconnected to ensure that the equipment and facilities cannot move. Dangerous energy cutting refers to the use of cutting off or isolation devices to cut off dangerous energy in equipment and facilities, so that the dangerous energy cannot act on the dangerous movement mechanism of equipment and facilities. Zero-energy status means that all hazardous energy in the equipment and facility has been cut off and controlled, including the complete elimination of residual energy.
