On July 12, cracks appeared on the surface of the cold box, and the leakage increased further. Due to the unsound equipment of the standby air separation system and other reasons, the enterprise still insisted on “sick” production and did not take timely measures to stop production and maintenance, until the explosion accident occurred on July 19. The relevant enterprises should seriously draw lessons from the accident, fully understand the huge safety risk of the operation of chemical production equipment with disease, correctly deal with the relationship between benefit and safety, establish the concept of “hidden danger is accident”, ensure that the hidden danger is eliminated at the first time, and resolutely put an end to the operation of equipment with disease. Local emergency management departments at all levels shall strictly enforce the law and inspect, and shall order immediate disposal and punishment according to law in case of any major hidden danger found in the operation of equipment with illness, and suspend production of such equipment; To supervise the jurisdiction involved in air separation plant hidden perils in enterprise risk, the cold box whether there is leakage, air separation plant general layout is reasonable, whether the organic matter in air compressor inlet air control in place, hydrocarbon content in liquid oxygen system is tested periodically, and data are accurate and liquid oxygen tank is safe as the focus, to screen out the problems and hidden dangers, to immediate improvement, Those that do not meet the conditions for safe production shall immediately stop production.
